Russian Government resigns after Putin calls for constitutional change | ABC News

In a shock move, Russia’s entire government has resigned soon after President Putin unveiled proposed constitutional changes which will shift power to the prime minister and parliament.

Analysts say Vladimir Putin is shoring up power before his term as president expires.
